Abstrak

Permukiman kumuh perkotaan identik dengan permasalahan kemiskinan. Banyak penelitian di bidang permukiman menyatakan bahwa salah satu solusi pemberantasan kemiskinan adalah dengan adanya peningkatan berinvestasi dalam modal manusia. Ditemukan pula bahwa lingkungan dan kondisi seseorang bertempat tinggal, menjadi pengaruh yang cukup kuat terhadap tinggi-rendahnya pengambilan keputusan untuk memberdayakan diri. Menggunakan pendekatan studi literatur, kajian teoritis dan praktis dari berbagai penelitian mutakhir dihimpun menjadi beberapa poin yang berkaitan dengan modal manusia dan permukiman kumuh perkotaan. Ditemukan karakteristik masyarakat permukiman kumuh perkotaan yang kurang begitu memperhatikan kualitas diri, membuat kawasan tempat tinggalnya pun semakin tidak layak huni. Maka, diperlukan strategi pemberdayaan masyarakat dengan pendekatan investasi modal manusia sebagai salah satu upaya dalam peningkatan kualitas permukiman. Adapun tujuan dari kajian ini adalah mengeksplorasi dan berkontribusi menambah literatur seputar pemberdayaan masyarakat khususnya di permukiman kumuh perkotaan. Namun dengan segala keterbatasan, penelitian lebih lanjut diharapkan dapat menganalisis lebih dalam terkait faktor- faktor yang berpengaruh terhadap rendahnya pengembangan modal manusia pada masyarakat permukiman kumuh perkotaan.
