Implementasi Pengarusutamaan Gender dalam Upaya Peningkatan Kualitas Hunian pada Program Bantuan Stimulan Perumahan Swadaya (BSPS) Di Kota Semarang

Abstract


Salah satu tujuan pembangunan berkelanjutan yaitu mewujudkan kota-kota dan permukiman yang inklusif, aman, tangguh, dan berkeadilan. Sebagai upaya mencapai tujuan tersebut, maka tujuan  studi ini melihat sejauh mana implementasi strategi pengarusutamaan gender yang meliputi akses, manfaat, kontrol, dan partisipasi yang setara antara perempuan dan laki-laki dilakukan dalam kegiatan peningkatan kualitas hunian program BSPS.  Hal ini penting, mengingat kualitas rumah layak huni merupakan salah satu indikator dari pengurangan kemiskinan perkotaan.  Analisis menggunakan pendekatan kuantitatif, dengan teknik skoring dan pembobotan,  melalui penyebaran kuesioner pada 33 rumah tangga penerima bantuan di Kecamatan Semarang Utara, Semarang. Validasi terhadap upaya peningkatan kualitas hunian dilakukan melalui observasi terhadap kondisi fisik masing-masing ruma, sebelum dan sesudah menerima bantuan. Hasil studi menunjukkan dua aspek yang unggul secara nilai yaitu manfaat sebesar 74,74 dan kontrol sebesar 67,17. Walaupun demikian, aspek kontrol memiliki pengaruh yang kuat pada rumah tangga penerima bantuan yaitu meningkatnya kapasitas individu.  Hasil analisis  penerapan program BSPS merekomendasikan bahwa  strategi pengarusutamaan gender berhasil diterapkan pada beberapa aspek, khususnya peningkatan pada aspek akses dan partisipasi. Output studi juga menunjukkan adanya peran penting fasilitator lapangan untuk mempercepat proses peningkatan kapasitas individu.
